Job Summary:The New Product Introduction (NPI), Research & Development (R&D), Outsource Purchasing Specialist will play a critical role in the procurement process for research and development projects and new products, ensuring that materials, components, and services are sourced effectively and efficiently to meet project timelines and quality standards. This position requires collaboration with cross-functional teams, including engineering, product development, quality, and manufacturing, to support the successful launch of new products. Obtains the best quality, service, and value for products and services through effective bidding, negotiation, and supplier management. Responsible for developing, negotiating, and administering major or highly complex subcontracts, ensuring compliance on supplier cost, schedule, legal and performance criteria. Manages all material related issues pertaining to new program development and serves as the main focal point for varied outsourcing projects.

Key Responsibilities:•    Sourcing and Procurement:o    Identify and evaluate potential suppliers for new products, components, and materials. Help identify best suppliers from the base for prototyping and development. o    Negotiate pricing, terms, and contracts with suppliers to ensure cost-effective procurement.o    Manage supplier relationships to ensure quality, delivery, and compliance with specifications.o    Develop and maintain purchased component budgets for NPI and R&D projects, ensuring adherence to financial targets.o    Coordinate hand-off to production buyers after launch and stabilization.o    Responsible all phases of the subcontract from initiation of the business case for make or buy decisions through requests for proposals, subcontract management plans, negotiation strategy, and cost accountability.o    Assumes the lead role in selection and negotiation for unique or customer-sensitive subcontracts. o    Closely monitors subcontractor and/or supplier performance to ensure contractual agreements, terms, and conditions comply.o    Conduct supplier site visits and rates them as to production capability, performance and delivery, capacity, supply chain management and other key business criteria. Monitors any business changes on a regular basis.o    Ability to negotiate effectively to obtain best prices and terms on products, materials, and services.

Cross-Functional Collaboration:o    Work closely with engineering and program management teams to understand product specifications and requirements.o    Collaborate with manufacturing and quality teams to ensure that sourced materials meet NPI and R&D and subsequent production needs and quality standards. o    Identify opportunities for cost savings and process improvements and work collaborated with internal and external teams to accomplish. •    Project Management:o    Develop and maintain project timelines in conjunction with project managers for NPI and R&D initiatives, ensuring that procurement activities align with key program milestones and product launch schedules.o    Prepare regular reports on NPI, R&D, and outsource procurement activities, supplier performance, and project status for management review, addressing any issues that may impact timelines or budgets.o    Facilitate activities assigned within the supply chain team. Education / Experience:o    bachelor’s degree in business administration, Supply Chain or related field, or an equivalent combination of education and experience which has provided both theoretical and practical knowledge in the field. o    Demonstrated ability to perform the essential functions of the job typically acquired through five or more years of increasingly responsible experience in procurement or project administration including two or more years of high-level project and customer/supplier management. o    Certificate in Purchasing Management (CPM) or Certified Supply Chain Professional (CSCP) desired.

Knowledge, Skills, and Abilitieso    Proactive self-starter with a strong ability to work independently and manage tasks with minimal supervision.o    Strong negotiation and communication skills.o    Excellent analytical and problem-solving abilities.o    Ability to manage multiple projects and prioritize tasks effectively.

Closing StatementPlease note that the salary range information is only applicable for New York. Compensation is based on a variety of factors, candidate experience, qualifications, location as well as spanet and business considerations. Pay Range: $74,511 - $124,309.

This position is subject to meeting U.S. export compliance and/or U.S. Government contracting citizenship eligibility requirements.
